Please ignore all the above.  Please please please encourage the silly scammers to take you to court, you and the other driver can roll up, swear on oath,  cost them a packet, even perhaps consider a counter claim for a data breach.  It might even get a mention on the Mail

Manager was on the shop floor when I went shopping today so I asked him.
He said if you get a ticket bring it in, but you shouldn't get one now as its normally 2-3 days after the event - which was 10 days ago.
How long after the event did others get tickets from Lidl Athena?

It doesn't matter.  It is NEVER 2 or 3 days later so he is clueless.  A PPC has up to 6 months to get your data from the DVLA (so I hope your car is registered to your current address). Most private PCNs arrive after about 2 weeks.

I thought I read somewhere they had to deliver the PCN within 2 weeks or they couldn't hold the keeper liable?

POFa2012 schedule 4 para 9 requires *within* 14 days. Para 8 requires between 29 and 56 days.

Does that mean 29-56 days when a notice has been placed on the windscreen

Unless you have tracked every parking ticket they have sent out how can you know that?

For the reasons youve been told. They have up to 6 months to get details from the DVLA, so the manager cannot state ALL tickets would be out within 2-3 days.
