Bought clocked car from dealer

Bought a 2016 car from dealer through Autotrader. Car only had 40k miles on the clock. Two months into owning the car the automatic gearbox needed dual flywheel and timing belt needed tensioner. Mechanic said that this belt doesn't look like it's done 40k more like 90k. He advised to get the car checked for clocking at specialist garage.
Specialist confirmed the car was clocked over 25k miles. He recorded a video of him plugging his computer to power steering sensor and after confirming vin etc he reads the mileage, then he shows what the dashboard display is showing.
I have phoned the dealer who explained he bought the car from auction and didn't know. Long story short the auction people said this video isn't right and that's not the correct way of checking. They want to have their mechanic sent to check for them.
What are my rights?
Where to report?

Some ECU's (anything VAG normally) will the hold the data in KM but display on the dash in miles. The rough figures you give are suggestive of this; have you used the Gov website to check the MOT history to confirm if there has been any rolling back of the mileage?0

Trading Standards through your local Citizens Advice Bureau.
It will take time, so short term allow the dealer to inspect and if they confirm the vehicle is clocked exercise your right to reject the vehicle.1 -

Allow the trader to inspect and cover the traces? Never!
I'd only agree for official verification by ford.
Trading standards said although clocking cars and selling them on is illegal in UK there isn't really a law based on which you can presuit the perpetrators. They advised going to court based on "unhappy customer" rather than car odometer illegally changed.
This is just ridiculous...0 -

You want to know if they can send their own expert to verify your claims? Well of course they can, they have the right to their own report. Have you checked the MOT history as suggested?0

MOT history check isn't likely to be helpful on such a new car, it's common practice for many dodgy outfits to run vehicles for many miles for the first 35 months of ownership, then get the vehicle clocked before putting it through its first MOT to be sold.
As above I'd only be trusting a main dealer mileage verification, and the dealer you purchased from would probably be of the same mindset.1 -
This doesn’t add up - specialist said it looks like it’s done 90k, but has actually done 65k even with ‘clocking’ accounted for?
Sounds to me like you have a readout in KM from the diagnostics and it’s not clocked at all.0 -
