Hello all.
Apparently I got a windscreen ticket from UKPC back in November. However, it was a terrible day weather-wise with driving rain and wind. As the picture showed the ticket in the middle of my windscreen and not tucked under the wiper, I presume it had just blown off in the gale before I returned; and the first I knew about it was when I got a Parking Charge letter six weeks later. I waited about 25 days as you suggest, before appealing with the template provided, but within three further days have already received a NTK with no reference to my online appeal at all. Not sure what my next move should be.
Any advice gratefully received. Thanks.

HOW TO USE THE FORUM SEARCH FUNCTION:
Use the Forum Jump button (one near the top and one near the bottom of this page) to get back to the forum thread list. NEWBIES - HOW TO UPLOAD LINKS TO PHOTOS/SCANS TO MSE
To upload a photo/scan link, you first need to host it on a free photo hosting site (like Dropbox, Imurg or Tinypic), copy the URL, paste it here, but change the http to hxxp and we'll do the conversion. Newbies can't directly upload links to photos/scans until they've a few posts under their belt.

UKPC don't issue three documents:
windscreen PCN
postal 'PCN'
postal 'NTK'
...unless they did their usual typo in the windscreen PCN and the middle 'PCN' on the above lost was one that 'superseded' the first erroneous one.
This is played out in pretty much every other UKPC thread, happens ALL the time and it means that the postal PCN arrived too late for keeper liability. Sadly POPLA are terrible at understanding that simple piece of legislation so it will need spelling out to them, but this has been done on other threads for you to read and copy, so start searching & reading.
You can view all the photos on the UKPC website so do that now and save copies while you can. And then wait for the rejection letter as you say you already appealed as keeper.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

I've been trying to search for any 'grace' periods that they have to adhere to, as I know I wasn't away from the car for more than ten minutes; and all the photos of my car and the surrounding area/signs were taken in precisely 34 seconds! They're efficient, I'll give them that!0

Never fear, I have been scrupulously non-committal about who was driving and how long they were or were not away. All the info here is strictly for this site to give you good people a bit of back story, as it were. I have appealed as the registered keeper and nothing more.0
