It is extremely cluttered but the surfaces are shiny, the windows and mirrors sparkling and cloths neatly folded.  They are making a lot of work for themselves but not get rid of a lot of the stuff but it doesn't look dirty at all to me.

I think we must have different versions of cleanliness to each other!

Picture 7 shows a dirty bathroom with mould, picture 8 has a mouldy/dirty wall and the windows are filthy, the kitchen just isn't clean, etc.....

Don't believe for a minute that it has an E 49 rating or would get anywhere near a C 78.

No reports exist for the EH32 0PG postcode, and listed buildings would generally be exempt anyway.

They aren't exempt in Scotland.

I doubt we do have different standards I just don't seem to be seeing what you see.  Damp is not always down to cleanliness.  I know, I know, it can be helped by better ventilation but if you have children and can't afford heating that is not always possible

The child's toilet in the lounge (picture 2, lower RHS) is a particular feature.
