But, an attempt to get planning permission to build a second story with a balcony on top of the 'garage' (which seems to have been a retail establishment at some point) was refused

It appears that this property has had much more planning permission application activity than anything else in the postcode BN2 3HY.

The objection to that was also interesting to read. It seems there were covenants when the land for 14A was sold, not allowing any extensions. And that the person objecting said that they would enforce those covenants.
