That comes from the DVLA guidance, but it's the natural and logical reading of 22.20

Maybe I'm too long in the tooth (excuse the anatomical link) to be bumping my gums over flights of fancy.
Genuinely, I hope you make some inroads, and I'm interested to look in on this thread, but I'm a bit of a realist and want to concentrate my limited time in giving direct help to specific cases as they crop up.
