So technically not using the word "assigned" but making that claim in bold letters. The content does say "Please accept this letter as official notification that Zenith Collections are now responsible for the recovery of this debt" which is, of course, NOT the same thing.
Proof of Zenith lying. As said, a DCA Lying is as bad as a DCA buying an unsaleable debt, in the eyes of Trading Standards and/or the courts.0 -

It's a subtlety, but ... they're not saying that the debt has been assigned to them, they're saying that they've been assigned the task of recovering the debt.

No, para 22.2 of the current IPC CoP says:
That is 22.2 in its entirety.22.2 Operators cannot sell the Parking Charge to a third-party company
Where did you get "or otherwise assign the right to collect the debt to a third party" from?
Who is the parking company involved here?
Why have you mentioned the fact that the PPC is a member of the BPA? Is that relevant?0 -
The point is that DRP are also ATA members of the IPC, so if the rules say Parking Companies cannot sell the parking charge, it is implicit that DRP cannot buy it, or be assigned it.
The IPC has explicitly said that a Parking Charge debt cannot be passed to a non IPC ATA member to process or collect.
It's a much bigger issue for ZZPS, but I haven't had a IPC/ZZPS ticket recently.0 -

A debt can only be assigned if a company is allowed to do so, such as banks
The PPC cannot do that and even if they were allowed, they would have to advise the person they had done this.
Zenith are pretty stupid at the best of times so feel sad for them and as the saying goes ... "They know not what they do"

The dodgy legals do a bit of debt collection so count them in

But, making a false statement should be reported to Trading Standards who already will know about Zenith

DRP are also members of the BPA, that does not change anything, both ATA's are just a support for their scamming members
You will never get a ticket from IPC/ZZPS/ZENITH etc etc because they are NOT parking scammers, just the vermin who live off the cr*p in the sewer0
