I've seen a few complaints recently that Vanguard admin is taking longer than usual. Most frustrating.

I'll get there in the end, I suppose. At least I can see the money is still there in the old account and still invested and therefore doing what it needs to be doing. Unlike the share money, which has disappeared into the ether and now I don't have the certificate any more to know my investor number to chase them up! That's good news and that always happens to me!! Given the speed they work at, you should have it safely in the bank by then!2

They can be returned unpaid for several reasons, including if the drawer (writer of the chq) has stopped the chq eg if it was lost. Believe this may be a quicker process nowadays than when I worked in bankingkillerpeaty said:
