Your hourly rate is, I'm afraid, irrelevant. £19 is it. In fact at £23.17ph, for half a day, you can't even get the total to £95. Stick to £95 loss of a half day's earnings/annual leave.Everyone is forced to put in far too much time on these cases. But as I read your situation, you're no different. By all means claim what you want, but be very prepared for a knock back by the Judge.
I predict you'll get £95. If it's a face to face meeting, you'll also get £0.45 per mile travel costs and whatever the cost for parking your car.In some cases (a good few more recently) Judges have refused to allow any costs (erroneously it is believed), but the Judge's court is his/hers!
Sorry if my analysis doesn't fit. See if other regulars have a different slant on your costs. Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

There is a tiny chance of getting unreasonable behaviour costs
Then trying to expalin why youre allowed a higher hourly rate than the max is another hurdle to cross. Would you like to have to do that?1 -

Although I'm not sure it will be over as iv still got the Management Company to deal with. They are worse than UKCPM and iv read some great posts about how to deal with them.2 -
I agree , concentrate on the bigger picture and not being seen to be greedy , leave that to the opposition
You want a double header win , plus your £255 back , plus the allowed costs , at this stage it's about that aspect
I believe you should sue the MC and the PPC within the next 6 years for what you said above , getting the win in court first , then by hammering it home. The win in this case is crucial to that end and the difference between £19 and your hourly rate should not cloud the issues3 -
Thankyou so much. That sounds a great plan .1

Is this better?
Summary Assessment of Costs – two claims. # and #
Ordinary Costs:
Set aside fee of £255 for claim number #
Half day leave - £95
Total £350.00
The total is justified and necessary and has been fairly assessed by the Defendant at this point in time (pre hearing costs) and in accordance with the rules about LiP costs that I have researched, does not exceed two thirds of the typical costs that a solicitor would have charged for handling all documents and writing defences for two separate claims
