PCN for stopping 5 secs in lay-by at Southend Airport

Driver paused momentarily in lay-by outside train station at Airport, stopping for approx 5 seconds to drop passenger. Now received PCN NTK requesting £100 from Vehicle Control Services (comes under IPC) for stopping in a restricted zone. Have looked at Newbies thread, there is text to copy and paste in appeals website, but as this info is dated 2013, is it still correct? Elsewhere I have read that you should not appeal. Sorry, a bit confused. Any advice appreciated. Thank you in advance.

I have watched some of Martin’s videos in which he says relevant details should be given in the appeal. These are the circumstances, I would be very grateful for advice on whether to include any details with my appeal:

Have you found the standard one-size-fits-all appeal written in blue text in the NEWBIE sticky post # 1? If so, just send it as is with no additions, deletions or modifications. If not, you need to go and find it, then send it.1

Hello again. I have re-read the suggested text in Newbies and as it’s all about parking it does not really seem relevant in our case. We are being charged for stopping momentarily on a private access road, not parking. Should I amend to make it more relevant to “stopping”, or do I send as is, even though it doesn’t quite fit our case? Thanks for your help.0

It just tells the PPC that you're getting assistance from the forum. Nothing you say will change the fact that your appeal will be rejected, but what you might say by going off piste could result in a detriment to the overall outcome.

I have received a Parking Charge Notice from you which I dispute.
The driver was dropping off an unwell passenger at the train station.
The driver safely pulled into a lay-by for approx 5 seconds whilst the passenger alighted.
The driver saw no signs indicating that a parking charge would be raised for stopping in the lay-by.
The driver believed that the lay-by was the correct dropping off point for the train station.
The sole function of a lay-by is for temporary stopping therefore if no stopping is allowed, the lay-by should not be accessible to vehicles.
No obstruction was caused by the stopping of the vehicle for 5 seconds in the lay-by.
No financial loss was incurred by the landowner by the vehicle stopping for 5 seconds in the lay-by.
Dreadful advice by MSE.
Martin is not correct and the MSE template is 4 years out of date with the applicable law.
