Would guess that banks are protecting everyone in this situation.
If it happened 3 times on one card then it's a fair judgement by Monzo ? have closed the account. As it is clear that no action was taken by card owner to stop it from happening.

Op make no mention of police or work place being contacted about the access to work lockers of multiple people.

OP need to get employer and Local police involved in this. But given the time frame it's unlikely that much can be done. Unless they can trace the person involved. Which may well be possible if they have been stupid enough to use their own details on gambling accounts. But I have a funny feeling that due to account closures and clearly more than card details known. That accounts are under card holders name.
Which again would explain the closures.
