Parking Charge Notice - 2 year chase up

I hope someone can help I parked in a NPS car park in 2017 and subsequently received a PCN. Naively and following advice I assumed this would go away as I have heard nothing since then, however today I have received a letter stating the their records show that I have not yet paid and they now expect £160.
I am partly tempted to ignore as I deem this length of time wholly inappropriate, but I am also tempted to pay it to avoid further issues.
What would peoples advice be as I am aware rules have changed.

First bit of advice, is not to disclose the drivers identity, so never start by saying i did that, or my wife did this for exampleFrom the Plain Language Commission:

They have six years in which t take you to court.
[FONT=Times New Roman, serif]Nine times out of ten these tickets are scams, so consider complaining to your MP after the election, it can cause the scammer extra costs and work.
Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

2 years is only one third of the 6 years they have to try a court case
That system has been in place since 1973 , the small claims court
Hundreds of these letters have been issued recently , they must be short of money for their Xmas party or next year's new bmw
Only the gullible will pay , but there are plenty of gullible people out there who don't know the facts who will bite their nails and gave sleepless nights and pay0 -
