If they don't know the driver, then they are limited to going after the keeper but ONLY IF they don't fail the POFA requirements.

Thanks. So I need to check the NTK fulfils the requirements of Section 9 of the POFA?

I had a quick check and I *think* it does. If that is the case, they can go after my Mum then?

Nothing you do as previously advised will have any effect on the outcome of an appeal with VCS
    You cant go after them.
Feel free , if you do this yourself then your mum will get the following , in the exact order (at this particular site)
Appeal Rejection (which i can word for you if you like)
Final Demand for £160 (within one month if no appeal to the ias (which again i can word for you))
Letter Before Claim (within 5 weeks of the Final Demand)
Claim form from the county court. (within 7 weeks of the LBC)

This is exactly what will happen at this site , no ifs no buts

Any other consideration is out of the window (your mums age is of no relevance) Now this may seem rather blunt but there is simply no way round it.

Byelaws are obviously in play at this site, but do you want to 1. waste money 2. have you mum go to a county court hearing.

Sorry, I know you're trying to help, but I'm more confused than ever now.

Are you saying that the NTK should be appealed both through the process as per the NTK and through something called IAS? And you're saying that a claim form from the county court will be received? What then?

I'm going to have to read up about byelaws...I have no idea what the point is that you're making with that final sentence.

The final sentence means the following.
    1. If you pay up now or at any point you are wasting money.
    2. Is your mum up for this going to a court hearing at your local county court

And yes with regards to the claim form the process i have outlined above is what will happen

Yes read up on any byelaws that apply to this site.

In that case, I think she should just pay the £60 now. She will not want it going anywhere near court. Fair enough, she's 73.

Thanks. I see your point, but this is just a nightmare. The more I read, the more confusing it is and the fact that it's just a room rather than a court, doesn't tell me how much my Mum stands to lose if this all goes wrong.

So I've just been reading this (or trying to from what I understand) and here Coupon-mad seems to be saying that you should say you stopped in an emergency. How can anyone with a full-time job navigate this?
