    I hope you have complained about this to your local MP , who should complain to the relevant MP and departments about this and get a HEB badge added to national exemptions no matter if it's public or private streets and parking

    Have you reported any of them?

    In any case it is a side issue to the OP's particular problem so I am going to leave it there.

    Parking companies certainly won't "police" misuse. They will ticket everyone and refuse all appeals regardless of circumstances.
