•
I agree, but how is PPC meant to differentiate between those two scenarios prior to the issuing of a PCN (most likely by ANPR)?

To be clear of course the tickets should be rescinded, but I just don't see the action of issuing a PCN in those circumstances as a breach of the CoP.
there are NOT two senariis, the badge can only be displayed when doing "job" not for shopping

ANPR cannot be used , not fit to be a porpoise

I did look at the OP to see if there was any hint of ANPR or sneaky-camera-laden parking [STRIKE]scroat [/STRIKE]operative but not possible to tell. And of course ANPR could not differentiate but at first appeal, when faced with irrefutable proof, i.e. copy of badge, the PCN should be cancelled. It would only be a breach of the CoP if, when faced with the proof, the PPC refused to cancel. They do have a duty (in their eyes anyway) to protect the people who live in these apartment blocks from Nurse Gladys Emanuel parking there to do her shopping!

Nine times out of ten of these tickets are scams so consider complaining to your MP, it can cause the scammer extra work.

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies

Scenario 1. - routine call;
Scenario 2. - "an emergency call at the address"
ANPR cannot be used , not fit to be a porpoise

It cant, until its been told, so the best course of action would be to tell the ppc and instruct them to cancel.
If they dont then its time to chase it up with a complaint to the landowner etc etc

landowner ? what happens if this was a private house?

the house owner cannot say yes/no to people parking on the street , lets think for a sec , house owner gets food poisoning by a takeaway , therefor all takaway drivers are banned from parking ?

no this wants taking up with the BPA , simple as

What are you on about? Takeaway's, food poisoning.

From the OP.
Lots of the new-build estates popping up in London are now controlled by the private parking firms. My team and I have never really had a problem parking on these estates, even though our HEB’s state that they aren’t valid on “private estates”.

Half_Way is clearly referring to the landowner/management company who have contracted the PPC in question. That is pretty standard advice on this board I thought.
• and get it cancelled ?

why not go for sanctions as well

For what? Not being mind readers and knowing whether it is a routine call or an emergency?
• the OP has told them she was on a (emergency?) call the PPC have declined the appeal

simple as , they are throwing two fingers up to the BPA
