there are NOT two senariis, the badge can only be displayed when doing "job" not for shopping
ANPR cannot be used , not fit to be a porpoise0 -

Parliament is well aware of the MO of these private parking companies, many of whom are former clampers, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

If they dont then its time to chase it up with a complaint to the landowner etc etcFrom the Plain Language Commission:

the house owner cannot say yes/no to people parking on the street , lets think for a sec , house owner gets food poisoning by a takeaway , therefor all takaway drivers are banned from parking ?

From the OP.Lots of the new-build estates popping up in London are now controlled by the private parking firms. My team and I have never really had a problem parking on these estates, even though our HEB’s state that they aren’t valid on “private estates”.
Half_Way is clearly referring to the landowner/management company who have contracted the PPC in question. That is pretty standard advice on this board I thought.0 -

the OP has told them she was on a (emergency?) call the PPC have declined the appeal
simple as , they are throwing two fingers up to the BPA0
