How to get rid of "Moto Actions is active"

Reviving this old thread, sorry
I've now bitten the bullet and got myself a Moto G7 plus.
I fired it up and used the prompts to transfer everything from my old phone using wi-fi.
Straight away, I had the pop up saying "Motorola Actions is active" and the phone wasn't active after a reboot till it was unlocked (not what I wanted) so I read back through this thread and noted the bit about 'secure boot', so, I reset the phone and set it up again without any passwords but still no option to disable secure boot and despite turning off all the options in Moto Actions, it still wants to tell me that it's active and not give me an active phone after reboot since I set up a pin.
Any suggestions?
EDIT: Since I posted the Moto warning seems to have disappeared!
I do still have what I presume is some sort of 'smart lock' as when I reboot, it says "unlock for all features and data" at the bottom of the home screen.
I still have no way of disabling 'secure start up'
