Advisory speed limit?

Driving though Harlesdon the other day I saw a 20mph speed limit sign - 20 in a red circle.

Above it were the words "Advisory speed limit". But if it's advisory, then surely it wouldn't be in a red circle?

And if 20 is only advisory, what is the enforcable limit? It's not like it was a 30 sign with "20mph advised" under it, so is the enforcable limit NSL?

Seems like a very confusing sign. Either the limit is 20 or it isn't.

    Stick to 20 in that stretch and then it doesnt matter.

    It probably isn't, they want you to do 20 the signs are unofficial and there's not TRO but that's just a guess.

    There's a very informative if somewhat technical thread about the history and implementation of 20mph limits (& "limits") on the SABRE forums.

    In summary, the 20mph thing is a heck of a shambles.

    If you ignore the advisory limit, what limit was applicable? If no repeaters, were there streetlights?

    But the word "advisory" directly above it would suggest it's advisory. So which is it? Advisory or mandatory?
