Yes, it's aggressive eejits who work for PPCs who bring it upon themselves, such that a growing posse of people on various forums, email groups and even facebook are prepared to fight back and open Judges' eyes.

For every million tickets issue they take one to court. There were only 320,000 summons issued for ALL DEBT not just parking tickets in the entire UK for the first quarter of this year.
Suggest you go through a few pages of this forum and count up the number of court claim recipients who have posted. On your (false) assessment we must everyone who's had a claim in the last few years all posting on here within the last few days.0
