If you get a private parking ticket it is nothing more than an initial request for payment for breach of contract, it's that simple.
You park your car and enter into an implied contract. If you get a ticket then it's because the other party consider you have breached an implied contract. It doesn't matter if you agree or not, that's for a court to decide. If you have breached the conditions pay up, it's your fault and if you think you haven't then wait for them to take legal action.
There is absolutely no point responding to anything but a summons, what is the point of sending these templates out ?
If you think you can win a case in court then simply ignore everything until you get a CC summons then defend it. This applies to every situation in law not just parking tickets.
999,999 times out a 1,000,000 they will send you 3 letters then give up anyway if they don't have a body (which you give them by replying) to deal with.
I'd go further and say even if you think you are right why spend hours of your life appealing and formulating defences and appearing in court over a lousy 100 quid or so ? I'd rather work a few hours overtime and just pay the fee rather than spend hours and hours defending it. It works out cheaper and far less stressful.

You ask why send templates rather than wait for court papers. The answer is very simple in that it's easier spending 30 seconds cutting and pasting a template than dealing with a court claim.0

I quite agree with you of course. Why would people want to nip PCNs in the bud when they could have the luxury of up to 6 years of harassment and drivel from incompetent yet nonetheless intimidating debt collectors?
