Ok, so they have come back with a 26 page document which shows various signs and audit trail of the PCN etc. Obviously I've been given the opportunity to write comments on this but I'm not sure what I can write now they've sent pictures of the signage.
Seriously, even though they ALWAYS send pics of the signs and a couple of dozen pages as their crappy 'evidence', every time?

This stage is NORMAL for all PPCs, and yet you sound surprised, like it's unusual.

POPLA comments stage is already covered in the NEWBIES thread.

They have provided imagines from 12 months ago as thier evidence & they still cannot prove who the driver was. I will freely admit I am finding it rather hard to come up comments but I will keep plowing through. Thanks both for the pointers to comments section.

Did you include this in your POPLA appeal in time?

Change of parking restrictions due to event on in the vicinity of the car park.
The operator failed to explain that there was a change in restrictions due to an event in the local area & didn’t explain what an event was at all. Due to inadequate communication regarding the event day, it cannot be safely assumed that drivers would know of the & therefore they would not know of the change in restrictions.

The free parking time at this location is understood by locals to be x hours and there was nothing to alert drivers to anything different, at the entrance. The car was parked near the barrier and did not drive round, so if there was any alert about an event day, it was not possible to see from where the car was parked. The operator is put to strict proof and to show where the car was in relation to the signs.

This is what you need to reiterate, NOT stuff about them not proving who was driving (they don't need to).

I did indeed include that, as per your amazing advice. I will reiterate this point now.

Great, that's the sort of thing to home in on, in your final comments. Keep them on point about that issue alone.

Wow look what's hit the news today https://www.bbc.co.uk/news/uk-wales-50675071 Although I have now completed the Polpa appeal, is it too late to send them this link?

So you've obviously responded to PP's evidence by now. No outcome as yet?

It'll be interesting to hear what others think, but I doubt there's much mileage in sending that link to POPLA. It could influence PP though .... let's hope it does have the desired effect. The good thing is that you included the bit C-m advised so are very much in tune with PP's victim in that article.
