    So I just print that out, save as PDF & attach to the appeals process on POPLA?

    That's better but add some images to the first point about signs.

    Use Google StreetView to find images of the lack of signs at the entrance gate and add a paragraph and images of screenshots from GSV, immediately under the first bold heading, that communicates this and puts the operator to proof of where the car turned round by the gate and where it was in relation to any signs with the parking charge on, because you say there were none by the gate or for the first 200(?) or more(?) metres and not facing entering cars(?).

    Prove what you say with images and if need be, go and get photos. Was it dark and the signs unlit? If so, take your photos in the SAME lighting conditions and even a short video (NOT zooming in on any signs of course, at all!).

    You cannot add anything by way of evidence later, and you know PP will send in a lot of photos so at this stage, IMHO you must pre-empt their evidence and concentrate on proving that the place by the gate had no signs.
    The driver didn't recall seeing any signs as they pulled into a space very close to the gate & exited without seeing any signs.

    What sort of overstay and did the driver pay & display at all, or just stayed 12 minutes or something that you could argue 'no grace period' about?

    I have gone onto Google Streetview & looked at the space in question & there are no visible signs in front or behind the vehicle & also nothing at the point of entrance (though this could be because street view were there ages ago?).



    The overstay was large as there was a sporting event on which curtailed the parking limit to 90 minutes but again this wasn't shown.

    Hang on, you are saying this was an EVENT DAY that the PPC say reduced a usually longer time period...yet you haven't put that vital info in your POPLA Appeal and told POPLA that the operator has failed to explain what an 'event day' means and to communicate that it was an 'event day' which drivers cannot be assumed to know.

    This needs to be the first standalone point, re inadequate communication of 'event day'.

    P.S. What you DO NOT say is admit it, if you knew about the sporting event...

    If I am honest I didn't know it was on & only saw it when I re-read the rejection earlier. I kind of just glossed over it when the email hit my inbox. Is there anything like that in the Newbies thread ala bits Ive taken from above?

    No you need to write that bit, it is easy to explain that confusion, surely, and I pretty much spelt out what to say as your first point. Just re-write it.

    Change of parking restrictions due to event on in the vicinity of the car park.
    The operator failed to explain that there was a change in restrictions due to an event in the local area & didn’t explain what an event was at all. Due to inadequate communication regarding the event day, it cannot be safely assumed that drivers would know of the & therefore they would not know of the change in restrictions.

    The free parking time at this location is understood by locals to be x hours and there was nothing to alert drivers to anything different, at the entrance. The car was parked near the barrier and did not drive round, so if there was any alert about an event day, it was not possible to see from where the car was parked. The operator is put to strict proof and to show where the car was in relation to the signs.

    Ok, so they have come back with a 26 page document which shows various signs and audit trail of the PCN etc. Obviously I've been given the opportunity to write comments on this but I'm not sure what I can write now they've sent pictures of the signage.

    If that is the evidence etc. from POPLA, you need to go through it and refute anything they write that is wrong and anything you claimed in your appeal that they haven't answered. If they haven't refuted it, then you tell them you read it in your favour.
