    I'm pretty certain they are Roma, but so long as they have Czech / EU passports so that's what counts.

    I'm also pretty certain the original two tenants were Czech, as I'd dealt with them briefly through my work. If my cousin gets in contact with them, I think they'll come back and help sort out the problem. They seemed the type who would, as they will want to keep on good business terms.

    Burning doors and carpets to keep warm is not the normal behaviour of tenants who don`t get electric, they normally just move out and report the landlord?

    I've had those 'closure orders' put on social houses near me.
    Usually the occupants are junkies etc.
    The council come and put metal grills on the windows and doors.
    The police stick a notice on the property and they all stand around for photos in the local paper.

    Normally crack dens. Stops people using the property for further activity.
