Lex Autolease has invoiced me for a private parking notice that was 'in appeal' without warning

I've just received a large invoice (double the parking charge plus an admin fee) from Lex Autolease for a PPC 'invoice' (from Parking Eye) that had already been appealed.
Lex Autolease has now invoiced me for double the parking charge amount plus another admin fee.
The section of the lease terms is: [ibb.co/d27bdPJ]
However, as they have already discharged liability they should be out of the loop - and the matter was appealed so I should have my right to deal with this with the parking company as the keeper.
I don't see how the parking company can just ignore me and go back to the "registered" keeper rather than deal with the points raised in the appeal.
Has anyone sorted this out with the leasing company and what approach did they take/how long did it take? Thanks.
- They discharged liability by naming the keeper (and billing me an admin fee for this)
- I then received a PPC
- I appealed (online so have the submission receipt)
- I heard nothing more from the PPC

And yes, my name and address were added via in the online appeal portal where asked and were also on a PDF covering letter disputing the charge.0 -

I may be wandering in the wrong direction, but have the lease company actually paid the invoice? Or might it be the case that they have taken the money from you in preparation for paying but haven't done so yet?0

After that I can raise a complaint, and escalate it to BVRLA if necessary.0 -

If the lease company haven't yet paid, are you going to tell them that you'll be dealing with it now that they've named you as hirer?
People who do hire car POPLA appeals carefully usually win. And a win makes for a stronger case against the initial admin fee, I think.0 -
Yes. I'm going to tell them not to pay it if they haven't already, and certainly that I'll be seeking reimbursement from them as I was already named as the hirer and am already dealing with it, so they have no right to charge it back to me - especially as they've doubled the amount.0

Report ParkingEye to the BPA as I reckon they sent the lease firm a REMINDER even though you had appealed and had liability transferred to you.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I've spoken to the lease company. They have put it on hold (but say they won't cancel it until I/they get their arbitrary payment back from whomever they've paid it to)
They argued with me about the terms "keeper" and "registered keeper"
They claim that POFA means they are still liable as a "registered keeper" even after nominating a "keeper/hirer" and discharging their liability. (They would not have it any other way.)
Then they threw in a reference to the Beavis case for good measure which seemed totally irrelevant.
I suspect they have either paid a falsely inflated charge from the PPC itself or from a random DCA that again has inflated the charge (and presumably got the RK details from somewhere which seems like a misuse of the DVLA lookup service?) finally they claimed they did not know I had appealed/contested else they wouldn't have paid. They paid this a few weeks after the appeal went in.
I've escalated it to a complaint, requested a SAR of all information relating to me or about me. They will get back within a week or so.0
