Your PC is more than fine for Windows 10. Often the issue is with trying to upgrade to Windows 10 over the top of a previous installation of another operating system. A clean install will take care of that.
DELL only state that because they don't supply Drivers for Windows 10 via their website. But that doesn't mean that it won't work. It will.
But best to run a clean install. Which is what will happen if you do so to a new solid state drive.

The specification is still good. So the fitting of a good quality SSD and installing Windows 10 Pro to it will improve the performance considerably.
Do not worry about it not working. It will.

We can talk you through the process.

What edition of Windows 7 are you running and what version and edition of Windows is indicated on the Microsoft COA sticker on the device?

Okay thanks I will take your word for it, lets go for the windows 10 upgrade then.

    It's windows 7 ultimate

    Shall I order an SSD?

    Which one/size?

Is it worth fitting two while the computer is open?

Link to the MX500 is in my earlier post. Size is up to you. MX500 starts from 250 GB. But I would suggest the 500GB model. https://uk.crucial.com/gbr/en/ssd/series/MX500

It's so easy to fit them, (simply removing the connectors from the back of the old HDD and plugging them into the corresponding connectors of the SSD, perhaps 30 seconds to a minute)) that you should wait until you are happy with everything before fitting a second.
You don't need any kind of fitting kit unless you need it to look good internally. It doesn't have any moving parts, so doesn't need to be fixed. A bit of double sided sticky tape will do, but if you like it everything to be neat; https://www.ebay.co.uk/b/Ssd-Mounting-Bracket/51064/bn_7023445035

First step would be to create the Windows 10 installation media; https://www.microsoft.com/en-gb/software-download/windows10 choosing Using the tool to create installation media (USB flash drive, DVD, or ISO file) to install Windows 10 on a different PC

We'll use the gatherosstate method in so you can run a clean install of Windows 10 Professional to the SSD without needing to run the upgrade over the top of Windows 7.

You should go up to the point where you have the GenuineTicket.xml file stored away safely. It can actually be stored in a separate folder within the installation media. It won't affect the install.

Then you'll be ready for when the SSD arrives.

It says I need A blank USB flash drive with at least 8GB of space or blank DVD

I have an old 8GB usb but it doesn't quite have 8GB of space on it, I do have some old blank DVD+R discs with 4.7GB on them, would one of them be suitable?

It also says at the very start "To get started, you will first need to have a licence to install Windows 10"

How do I get a licence?

    Thanks

    No.

Your USB Flash drive will be fine. Just make sure to remove anything you wish to keep from it. As the process will format the drive, deleting everything that is on it currently.
