Are these rental deposit deductions ok??

 Skirting £200 - - sounds on the high side but okay for materials + labour + call out
 Shower head holder £50 - fine
 TV (scratch on screen) £320 (Argos price for similar model Samsung)- Did you scratch it? Does he have some proof it wasn't damaged at the start? IF yes then you should pay for the depreciated cost only. How old was it?
 Radiator and boiler maintenance and repair to make it like it was £280 - that's the LL's responsibility, unless you've specifically done something to damage it eg did you break a pipe with a hammer? cause some pipe to block?
 Kitchen deep clean (he said some smells of cooking not gone) £150 - is the oven / fridge clean inside? Those are the biggest costs in kitchen cleaning. IF its just the surfaces / cupboards, that's probably a couple of hours so <£50.
 Garden cleaning £50 - depends on what's wrong. IF its dispose of garden waste, then £50 might be reasonable.
 Total £1050 from deposit + VAT = £1260
 You need to look at things that you or anyone else did wrong / negligently, and the cost to put the LL back in the position he would have been.
 Deposit is not about making everything better than how it was at the start. From the list of deductions, LL is getting boiler serviced free which is his job, old TV replaced with a new TV etc

            Our LL charged us £18 for the shower head holder 3 weeks ago. And this is in the south where everything is, apparently, more expensive.
 Also, your landlord is not a "nice English man". Sounds more like a greedy d***head.0
