    If you look at the picture link above, the entrance to the car park it's just littered with hospital trust signs, stating permit holders can park here.
    Then on the red pillar is a crappy little parkingeye sign barely visible that apparently overrides everything else.

    ParkingEye denied these signs existed in their POPLA case against me.

    The car park office have now stated this system is obsolete.

    If the system has changed then:
    - why are the paperwork and signs still referring to it?
    - why 8 months later the signs still exist in the car park?
    - why did I pay the money in the permit contracts name?
    - how can you issue penalty charges against me?
    - how am I supposed to know?

    I would also write to the estates department. Tell them that should Parking Eye take you to court you will require a representative from their department to attend court and give evidence, under oath, as to the signage onsite.

    Sometimes the idea of someone having to attend court focuses their minds.

    Writing a complaint letter to the chief executive seems quite strong as they are likely very busy. I'm thinking that could be a last resort.

    For now estates management seems like a good source, although I'm not sure how they would react if I write the need for a court representative to accompany me.

    I was also thinking of writing to the head of human resources.

    Well, will update what happens for all those curious. Just never thought a fraudulent PCN could lead to all this.

    They'll still be very busy when the last resort arrives, but by then PE will likely have started court action, and once they do, they are very reluctant to shift. It's a much easier prospect now than later.

    As as an update from last summer.
    I tried clarifying how I broke any contractual agreement.
    The letters had to be relatively long given all the problems. Unfortunately no one has answered my questions. Not surprised given the hours it would involve looking through paperwork.

    I've therefore decided not to invest anymore time with it. After multiple letters if the accuser is lying and won't answer simple questions, it's a waste of time.

    Interestingly ParkingEye have sent me a LBCCC.
    The problems with lying still remains. ParkingEye have lied about the signs and me not having a permit. There's also the additional contract I have with paid receipts.
    Would they actually take something like this to a county court.

    The disturbing facts are:
    - my pictures and video show the presence of many additional signs. PE submitted a diagram denying these signs exist! At the very least it's a trap car park designed to ensure a PCN is issued.
    - there whole case against me is I allegedly do not have a parking permit. My evidence suggests otherwise.

    On top of this they did not answer any of my questions for the paid agreement I have.

    They've basically lied continuously. Whats a judge going to think?

    Did you contact PALs? if not its not too late, you should post what you intend to say on here first though, as you will need to chose your words carefully.
    in a previous post the NHS guidelines for staff, patient and visitor parking were linked to, have you read these? are you familiar with these, have you used them in in your draft complaint to PALs?



    Apart form that you should be lining up all your ducks in row:
    you said you had permission form a senior person at the hospital, do you have evidence of this such as an email?
    and if so, its important that you share this with parking eye - stating that you had permission to park and instructing them to cancel any action, if they continue then...



    If everything does line up in your favour you should be looking at a counter claim against parking eye

    The answer to your question is yes. If you have had a LBC then it is extremely likely you will get court papers soon.
