Bought ticket but £100 PCN from CPM Folkestone

I PROMISE I've read all the newbie threads but I couldn't find anything that quite fits. On June 27 I put £1.20 for an hour in the machine, which does not issue receipts (so no proof of payment!).
On July 5 a Parking Charge Notice (no ref to a notice to keeper) was issued for £100 or £60 if I pay now. They use ANPR. I was only there for 57 mins so I didn't outstay the hour.
I have no proof that I paid, except for a note I put in the window as I didn't realise at the time their machine didn't issue tickets. I put in my numberplate and money and was surprised not to get a visible thing for the windscreen. But they will argue anyone could write one of those.
I KNOW I paid. Could I have put in the wrong numberplate? I thought so until I saw that the local newspaper has a story this week that this has happened to loads of other people too. Paid cash, no ticket, get an ANPR postal "fine".
It's either a scam or their machine is not working properly.
Of course I want to fight it but can't find how to do so online. paymyticket.co.uk has no facility for appeals - just payments. The IAS site says I have to have been through the operator (I assume CPM) before I can appeal to them.
I feel stuck at the first fence - which I'm sure is what they want. Grrrr.

Edit - they have got the keeper details from DVLA. (How dare the DVLA join in with this behaviour?) Anyway it will be hard to argue how I know 'the driver' paid...

Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

I dispute your ‘parking charge’, as the keeper of the vehicle. I deny any liability or contractual agreement and I will be making a formal complaint about your predatory conduct to your client landowner and to my MP.
My challenge is on the basis that the contravention did not occur.
There will be no admissions as to who was driving and no assumptions can be drawn. Since your PCN is a vague template, I require ALL photos taken, including any still photos or CCTV of the ticket machine and an explanation of the allegation and your evidence. In particular:
- The record of all the payments made to the PDT machine on the afternoon of the alleged event. The data supplied in response to this appeal must show partial VRNs - and an explanation of the reason for the PCN.
- you must include a close up actual photograph of the sign you contend was at the location on the material date.
For this reason I look forward to receiving notification within 28 days that the Parking Charge Notice has been cancelled.0 -

Totally out of order and unfair taking your money with no physical proof of payment, obviously:
1 a way of reducing their costs to a minimum with no outlay in ticketing rolls just a daily run to collect cash.
2 a nice little scam in accusing people of not paying or overstaying when you have no proof from the machine.
As usual they have "no comment" CPM are filthy scammers no other description fits better.0 -
Update - I've received this rejection of my appeal from CPM. To recap I paid my £1.20 in the machine but no ticket - so I can't prove it. I asked to see evidence from the payment machine but of course they haven't provided. So it's my word against theirs. Others have had the same issue in the same park.
Now what - can I ask again for their evidence? Go to the AIS?
And WHERE is the RAC in this? They said they were going to issue a Code of Conduct for private parking firms back in March after the The Parking (Code of Practice) Act 2019 received Royal Assent?

We have carefully considered your appeal but on this occasion, I am writing to inform you that
your appeal has been unsuccessful as a breach of the terms and conditions of parking
occurred. The decision has been made on the basis that:
You have failed to pay for the full duration of your stay.
The photographic evidence collected by the ANPR camera of your vehicle entering and exiting
the car park supports the above statement.
We have searched our system and have found no evidence of vehicle registration **** ***
making payment for parking on **/**/2019.
When entering the car park, signage clearly states “YOU MUST ENTER FULL, CORRECT
VEHICLE REGISTRATION INTO THE PAY MACHINE AND PURCHASE YOUR PARKING
TIME (YOU ARE NOT REQUIRED TO DISPLAY A TICKET). YOU MUST NOT EXCEED THE
TIME YOU HAVE PURCHASED. REGISTRATION WILL BE VALID FOR THE TIME PERIOD
PAID FOR, AS STATED ON SIGNAGE.”
The signage is clear within the area and states the terms and conditions for parking. It is the
driver’s responsibility to ensure they pay for the full duration of their stay, their full vehicle
registration is entered correctly and to ensure their vehicle is moved prior to the purchased
time expiring. This is the only way we are able determine which vehicles are authorised to be
parked and have paid for the duration of their stay.
As you did not pay for the full duration of your stay you were in breach of the terms and
conditions and subsequently issued with a parking charge notice.
IMPORTANT NOTE: If we have not been made aware of the name and a current address for
service of the driver, from 1 October 2012 under Schedule 4 of the Protection of Freedoms Act
2012, we do have the right, subject to the requirements of the Act, to recover the unpaid
amount from the registered keeper of the vehicle at the time it was parked.
Please note: Your appeal was submitted outside of the 14-day discounted period, therefore
you are liable to pay the full fee of £100. You now have 28 days from the date of this letter to
make payment.
The Independent Appeals Service provides an Alternative Dispute
Resolution scheme for disputes of this type. As you have complied with our internal appeals
procedure you may use, and we will engage with, the IAS Standard Appeals Service providing
you lodge an appeal to them within 21 days of this rejection. All PCN's will be uploaded to the
IAS website by the end of this working day.
If payment is not received within 28 days of the date of this letter then additional charges may
be incurred, for which you may be liable. The matter maybe referred for litigation in the County
Court which could result in a County Court Judgment being made against you. This may
impact on your ability to obtain credit in the future.
If you appeal and then subsequently pay the charge prior to that appeal being determined,
then the appeal will be cancelled and you will not be given a further opportunity to contest the
charge.
