    Send the 'one size fits all' blue text template you have already found in post #1 of the NEWBIES thread.

    Send it unchanged - no additions or alterations needed.

    Send it as the keeper.

    It's a two pronged attack (appeal, and complain) that works.
    You told us the PPC was CEL, and ANPR is a well known acronym but I do take time out in post #5 of the NEWBIES FAQS to explain it and other standard acronyms - Automated Number Plate Recognition.


    I don't assume that, I am confident. Usually if the person complains to the retailer as the NEWBIES thread tells them to, CEL cases are cancelled with no POPLA needed.

    Yes, good at POPLA stage if needed. NOT for CEL, it's pointless, they are cowboys and will reject it, and it's best not to give away the driver.

    Hence the template appeal, just to get to POPLA & to get time to complain to the landowner in the meantime, as someone has contracted with CEL there. Does the place have an on-site retailer or a landowner to complain to, that you can ascertain by Googling?

    If you have to do POPLA, they will like it if you can prove you left and paid for alternative parking within minutes. Can you prove that? POPLA cases can be won on that.

    Thanks, this is helpful. The car park in question is in an industrial estate, it’s not attached to any retailer. I am unsure who owns the land or how to find that out. We parked there because we were visiting a different business, which has no customer parking. They were the ones who initially told us to park at the car park in question. When we had problems paying we told them and they suggested we could instead park at a neighbouring business (despite signage saying cars parked there would be towed). That’s what we did.

    Get a witness statement from that person to corroborate what you did on that day, that time. Will be useful for POPLA.

    No need to rush the first appeal to CEL, as that will narrow your time available.

    Get that Witness Statement signed by the business first, as that will be your proof that you parked in an alternative place. POPLA really like that.

    Especially good would be if the business will add something saying that this often causes problems for their customers as the app commonly fails and people get unfair PCNs despite trying to pay.

    I actually don't find the attitude of 'don't ask for help or start a new thread unless you've spent hours perusing and getting up to speed on all the detail' to be especially consistent with the spirit of MSE.
    I also did not experience the first poster’s approach of telling me off and lecturing me about an issue unrelated to the question I asked as helping me!

    Unsurprising, another day and another consumer attacked by the aggressive regulars on this forum. A consumer asks for help and instead of a welcoming environment they are picked apart and humiliated.

    I suppose we could try that, however I'm unsure if the business would be willing to provide such a witness statement. It was a junior member of staff we spoke to and I'm not sure how kosher the advice to park with the neighbouring business was... doesn't hurt to try I suppose.

    Any advice on how I could find out who the landowner is?

    You can ask the Local Authority the specific question, who pays the non-domestic rates there (not 'who owns it'?).
