    I think a very firm complaint to the retailer(s) is your best bet in the short term. Don't underestimate just how effective such complaints can be in getting PCNs cancelled.

    The whole issue turns on getting money to spend at B&Q and you have a receipt for the purchase. Send a copy with your email to both the manager and their CEO. Shopping for glue really shouldn't get this complicated. Be polite but absolutely insist on cancellation.

    You could complain to Sports Direct too .... I'd mention the brand of trainers required and the fact that they were out of stock, anything that paints the picture as it was. Presumably they want customers to return when and if the trainers are back in stock as opposed to being so infuriated that they never darken the doors again.

    POPLA's annual reports show the number of appeals from each operator and how many are successful.
    The figures from 2018 start on page 14 of the report.

    Hang on, but that's the rate including all the clueless doomed POPLA appeals.

    Our stat depends partly on the PPC, for POPLA success.

    Many are 100% wins for our posters. Some more like 80% wins, against some PPCs. UKPC is somewhere in the nineties, based on the cases I can recall in my head.
    PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    I have simply reported UKPC Ltd to the BPA - apparently they have taken up similar cases in the past.

    Your user name sums up the BPA.

    They are not interested in motorists, The only interest is money money money from their members.

    The BPA is simply a defunct, inept old dinosaur and not fit for purpose

    As a token of goodwill send them an invoice for the time they have wasted. If they ignore it send them a letter before claim.

    There is no way that a judge would uohold a "leaving site" claim.
    You never know how far you can go until you go too far.
