I think we are all so frustrated that you got a fake PCN today and appealed it and straight away blabbed about who was driving, ruining one very strong appeal point immediately.
You only had to research it first. It was only today, you had weeks to check this out before appealing.
The lack of support you are feeling is more a general feeling among the regulars who were keen to help you, that you may have blown it with that knee-jerk appeal.
The only good thing at POPLA stage for you is that the contravention is not provable. You can put UKPC to strict proof that the driver 'left the site' and they will not be able to (unless you've already admitted it in your appeal?).
Please say you DIDN'T put ''I went to get cash out'' as well as blabbing about parking?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

What you say in any appeal can have an effect on how easy or hard you make things at the next stage, and when dealign with the landowner.
which is why its important to get things straight, and get an understanding of whats happened plus what the parking industry is al about.
If the rules have recently been changed, there may be a clause which allows a 'grace' period for such rule changes to kick in, andf this is worth investigatingFrom the Plain Language Commission:

Bottom line. It's for the parking co. to prove their case, so they need to establish:
1. That you left the site.
2. That the "site" was clearly defined/described/obvious
3. That this new material restriction was clearly notified with additional signage
4. May is not will, so on what basis is the charge applied if you parked and got cash to complete purchases leaving within the allotted period?
(3) Is particularly important and if I recall a requirement of good practice for both both the parking membership schemes. For example: At my local Tesco there are banners at the car park entrance and signs at the entrance/exit to explain the free parking terms are changing from 3 hrs to 2 hrs. That is how it should be done.0 -

There was no additional signage at all aside from the small yellow box on the Terms & Conditions board - it's unreasonable to expect people to re-read the board every time they visit the same car park and so additional clear signs must be displayed when the terms change.
The ONLY reason I left the site was to get cash to complete a purchase for which I have a receipt. Not everyone is comfortable using plastic for all their spending and I find it easier to keep track of my spending in cash.
I will no doubt lose the first appeal and will take it to the next stage. In the meantime I have emailed my MP and B&Q customer services.

I told them that I went to get some cash and as there isn't an ATM on site I HAD TO LEAVE THE SITE0
