Hello All,
First of all, thank you so much for all the information you are posting here it is very useful.
I did a lot of reading through the forum and also read the entire Newbies post :)
The car was parked at the Arena on a Cross Hatching area as it was extremely busy and only for a few minutes, unfortunately it was enough for the predators to stick a PCN to the car windscreen.
I have waited 3 weeks before appealing (used the template from the post and as the keeper) but got a very quick response (by email only, not by post) that my appeal was rejected. I was hoping that they will not send the reminder but got the Reminder Notice very quickly (dated before the appeal decision date) . On the appeal response file it was stated that I only have 28 days to appeal to POPLA with the code,
So...I got the PCN, I got the appeal rejected, got the reminder notice, got the pictures of the car (but no sign or warning in the area/showing in the picture), and wrote a letter to the CEO of both shops I visited (still no reply).
What do you think I should do now? I'm worried that I have no grounds for the POPLA appeal.

    Was it worded to comply fully with para 8 of the POFA?

    What do the signs say at the cross hatching?

    Nine times out of ten these tickets are scams so complain to your MP.

    Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.

    Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

    Just as the clampers were finally closed down, so hopefully will many of these Private Parking Companies.
    You never know how far you can go until you go too far.

    "Was it worded to comply fully with para 8 of the POFA?" - As far as I can see yes. The only thing I spotted is the fact there is no duration just the time it was issued.
    "What do the signs say at the cross hatching?" - Unfortunately I didn't take any picture of the sign, I think there is only one at the entrance, so I'm not sure. No sign next to where I parked.

    If you have appealed as the Keeper, then I would suggest you edit your post to remove any mention of who the driver was.

    Throughout here you are advised never to reveal who was driving

    You need to edit your OP to remove details of who was driving

    The ppcs monitor this forum and can use posts in your thread against you in Court

    Hi , POPLA appeals are not won on mitigating circumstances but on technicalities.

    It is time to start putting together your POPLA appeal, look through the wealth of information found on this forums for other cases issued by the some PPC. You need to get in as many points, you cant rely on 1 point as if this gets rejected then your appeal is over. Multiple points will put more pressure on the PPC as they have to refute each point one by one.

    Have a look at the Newbies threat written by Coupon-Mad , it is extremely helpful and will walk you through the appeals stage, check out post 3 which tells you what to include in a POPLA appeal.

    However, chase up the retailer you were shopping at!, do you have receipts from the day?? - retailers can always get these scams cancelled on their own land because they're the ones contracting the scammers.

    Was the first postal communication headed 'Notice to Keeper?

    Date of Issue shown on the first postal communication?

    Did it contain the full PoFA warning ... something like 'If after 28/29 days ....'. Please type it here verbatim, no paraphrasing please?

    Go back to the car park and take pictures showing how bad the signage is to use in your POPLA appeal
