Anyway, I'm working on changing from Para 9 to 8 as you pointed out, so need to get it right.
A few questions while working on it:
1. Where do I refer to the fact that there is no full address including post code, etc. just a name of shopping centre that doesn't exist?(pointed out by Edna).
2. The Notice to keeper was delivered after 30 days from the PCN, it is stated that it must be 28 days, am I correct?

The POFA Sch4 is very easy to read at para 8 and it tells you the timeline allowed.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

That should do it. You may have to hammer home failure to comply with POFA at the comments stage but even a gormless POPLA adjudicator should get it.
I haven't checked but did they get the dates right for POFA? If not point that out too.0 -

Thank you for your comment Redx, I actually posted the full draft with pictures on post #28. I'm now uploading a revised version. I will post it in a new post.
I do not click on links, most people won't and especially not if they are on a phone or tablet at the time (like this reply I am typing and using predictive text using an Iconia tablet)
I only read what I can see, so I saw 2 different claimants being mentioned, which did not make any sense at all, hence my post0
