    Why did I not get a VAT number on the receipt when I paid my charge?

    The receipt will not show a VAT number as a parking charge is essentially a contract between ourselves and the driver/keeper and not considered a supply of service to the landowner. They do not pay for the service and we do not compensate them for any loss caused by any unauthorised vehicle parked on their land. 100% of the charges are retained by the operator which contributes towards the cost of running the business, which in turn is deemed outside the scope of VAT.

    Is a PPC PCN
    A contractual charge (subject to VAT)
    or
    Damages due to breach of contract (outside the scope of VAT) limited to the actual damages incurred?

    If outside the scope of VAT, do the PPC need to provide proof of the landowner's actual loss?

    So it is standard practice to issue a receipt for payment of a parking charge?

    This is not correct.

    According to their contract they have sent me as part of a POPLA appeal OPS charges the landowner for their services and there are penalties to the landowner if they exit the contract early.

    Added to this the landowner has a financial penalty if they request a ticket is rescinded, making any complaint to the landowner from a motorist a rather fruitless exercise.

    I see no reason not to provide a VAT receipt if they are VAT registered unless of course they are committing VAT fraud. I cannot imagine a PPC for one moment would be involved in this kind of fraud though.

    Who pays what to who in the relationship between the landowner and the parking scum is irrelevant.


    complain to the landowner anyway, do you knw who this is? is it a company/group that should know better, or a small scale type set up ( in which case they could be a victim of the PPC as well)

    Those two sentences are contradictory. While the wheels grind slowly (the gist of sentence #2), there's no way anything'll happen in short order (the gist of sentence #1), especially as they are still at the "considering the format" phase, let alone planning and implementing.
