it seems it was Excel who issued the pcn and so an IPC member (not BPA), the OP has misled us by mentioning the BPA and POPLA, this is neither

its Excel and the IAS

post #10 told the OP that the only way to get this waived is if a judge does it within 6 years

nothing more can be done as the initial appeal has already been rejected
