We agree with you which is why we ask people to complain to their MP and to fill in those 2 government surveys whilst people can do so , change won't happen until the government changes the systems , both parking , appealing , debt collection and legal matters4 -

So, let's talk about a counter claim for my costs. In terms of time and effort it was pretty expensive. 2 trips to the court house, a lot of paper printed, time off from work. Definitely not £25's worth.0

It won't be a counter claim , it's a claim of its own , a new claim

You could start a new claim against the PPC, but if it was pleaded on the basis of costs incurred in defending the original claim, the counter argument would be that your costs were summarily awarded after Judgment, and that has been decided res judicata.
I see no real prospect of success with this idea.
I have been providing assistance, including Lay Representation at Court hearings (current score: won 57, lost 14), to defendants in parking cases for over 5 years.
