I'm thinking exactly the same as Ralph-y. You say you emailed 'Head Office' but it's not clear which body that was.
I notice they have a fairly well-publicised exec team and also a board of trustees. All those smiling faces with fairly long mission statements below them are surely intended to make the YHA seem friendly and welcoming. Yet everything you've told us in relation to this parking event suggests the opposite.
If you haven't laid it all on the line with the execs, definitely do so. Personally I might try the Trustees as well.
The first email was sent to and replied from Customer Services. Sent a reply back to them re confirming existence of user manual and their admittance that they didn't follow recommended check in procedures (asking customer if they had parked) Also copied it to the CEO. To date had no reply - very rude!
So am sending same email again and copying to the other executives and trustees this morning. Just drafting email to MP. No word from PE yet re appeal.0 -

Just to update on this case.
I sent another email to YHA and some of it's trustees and executives, pointing out their supposed charitable ethos and their lack of compassion and common sense regarding this charge. Well ... One of the executives replied and stated they were willing on this occasion to waive the charge as "a gesture of goodwill". Result!! I've since checked on Parkingeye website and there is indeed no charge to be paid.
Thanks everyone for you input and advice. It meant I didn't feel so alone in this whole process. I did email my MP about this unregulated industry as well. So anyone else in a similar position, don't just give up and pay, "pester power" and sheer determination can work. :T0 -

Landowner cancellations are great as it makes them question the entire contract, when it comes to renewal, and to see that the problem isn't the parkers - it's the parking firm.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
