They say they will take pick Booking.com up on them not noting this condition on their webpage. They reiterate that there are signs in car park and reception regarding the need to enter car reg even if driver was not informed of this when booking. The driver's argument is that if someone is told parking is free when making a booking, why would you feel it necessary to closely inspect car park and other signs to check this is in fact the case?
When brought to their attention that staff should make it part of the checking in process to just ask if guest has a car in the car park, the YHA reply "this is something that should be done and this will also be picked up with the staff at the hostel".
I agree, why would a driver who has already completed their booking which includes free parking with no caveats, think they have to then read signs to check for terms, caveats and added contracts?

The email was from customer services. We couldn't find any contact details for any executives. Not been on social media yet as wanted to at least give them a chance to reconsider. Will certainly post on social media and trip advisor if not.0

Why not ask the YHA if they have a ParkingEye User Manual, with its email for cancellations of any PCN they wish. Someone does.
And ask your MP to contact the YHA and the landowner for you to add weight.

I did ask YHA to use their right to email PE to cancel their charge as per their instruction manual. They ignored that and just refuse to get involved. The email I sent to YHA head office also referred to the manual but again they didn't even acknowledge the existence of the manual or their ability to act on it.
I am currently composing an email to local MP so will be sure to bring all relevant information to their attention.0 -

I'm thinking exactly the same as Ralph-y. You say you emailed 'Head Office' but it's not clear which body that was.
I notice they have a fairly well-publicised exec team and also a board of trustees. All those smiling faces with fairly long mission statements below them are surely intended to make the YHA seem friendly and welcoming. Yet everything you've told us in relation to this parking event suggests the opposite.
If you haven't laid it all on the line with the execs, definitely do so. Personally I might try the Trustees as well.0
