Hi I am in a similar situation.
I am planning on going down the stringing out for 6 months route. Just to clarify do we just reply to SABA directly via email? Or do we wait for their letter to come through the post and reply via paper mail?
The appeals process asks if you are the keeper (but not the owner). If you state you are not the keeper it asks you to provide the name and address of the driver at the time (presumably trying to prevent POFA course of appeal).

Dear All,
I am a first time poster so please bear with me.
I received a PCN from SABA for parking on Railway properly incorrectly (not in designated bay) last November. I have run the usual ping pong mail routine but am now receiving the threatening letters (some quoting Railway ByeLaws) initially from their Debt Collectors' and am receiving threatening letters now so called solicitors QDR..
I was of the understanding that get past the 6 months mark and you are first past the post (Tell them I am taking legal advise then no action can be taken?
Question is, does the current Covid 19 situation allow them to extend the 6 month time limit as per the byelaws.
Any advice most gratefully taken.

saba built a private car park at LBZ they called it car park number two : this clashes with the railway car parks number 1 and 2 , which are covered by railway byelaws : the saba owned private one is not ... SaBA painted car park north and south on the posters in the railway car park : the SABA app does not differentiate between any of them , if you look at the network rail site , to find available facilities at the station it will show you their stn car parksare numbered 1 and 2 . Should you arrive at a machine and pay for car park number two you are giving your money to the private car park , owned by SABA and named car park number two, instead of railway station car pk 2... .Further: IN order not to name the railway car parks by their numbers in any mail customers receive the letters will say you parked in the Main car park : Network rail doesn't have a main car park , only two of them named car park 1 and car park number 2 .Coincidentally the name SABA chose to name their own new car park , naming it number three would have made more sense ?...or follwing SABAS logic of painting the words north and south on the railway car park , calling their own new one car park north east would have been the answer and solved all of our problems ?...TheSABA appeal can only be used by a letter , if you choose to appeal , and should you have paid , you are admitting liability and cannot appeal . You have 28 days to appeal on the 30th day all your papers and the appeal is given to the debt collection agents ...that gives the process 48 , to have heard and responded to the appeal and posted a negative rersponse letter to your address , when the debt agency have allready been engaged ...?1
