    If someone fears for their personal safety then the police should be informed. A video of it happening would help, but in any case, visit a police station or get your community Bobby involved.

    Complain in writing to the BPA, DVLA, and your MP about the actions of a UKPC scammer involved in this unregulated industry.

    Further to the refusal of your operative (on 05/06/2019) to amend my address details for invoices associated with the vehicle (license plate) (which I’d like to remind you is highly illegal), herewith my new address for service, you must erase my old address (old address) immediately.

    All data (including invoices) associated with the old address must be erased in accordance with DPA/GDPR, as these are no longer timely and never were.
    All timely correspondence for these invoices must be sent to the following address:

    'Kind regards', to a scammer who is being difficult with you as well as trying to sue you for hundreds of pounds? Are you sure you didn't mean 'Love and kisses'?

    This is a formal letter which should be totally businesslike. Salutation 'Dear Sir', Valediction 'Yours faithfully'.
    Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .

    Did parking by the green shed for recycling bins in any way impede residents getting to it/waste collection?

    I am a bit confused too. You mention parking but also unloading. Which one is it by the green shed?

    It seems to me that the pond life photographer needs to be videoed in the act of taking fraudulent photos and/or threatening other residents. If he is as much of an idiot scumbag as your post suggests then I would be tempted to stage something, i.e. someone unloading shopping with all car doors open, and have at least 2 other residents filming his actions. If what you say about the outrageous number of charges being issued is correct then risking one more seems worth it.

    Once you've got film of him acting fraudulently I would suggest that getting UKPC kicked off your development will be a whole lot easier. I'll leave it to the experts on here to comment on whether the scammers may decide to cancel other charges originated by him.

    From the other side of the coin there are people (and we've had them here) who don't do their research and kick off when it isn't what they "expect"

    We've got massively limited parking here (one space per property - one visitors space for 69 properties and maybe five - six spaces available on road). Folks buy/rent properties and then complain bitterly when there isn't enough parking. One of my fellow directors had an up and down with someone who bought a flat and then made an "official" complaint that they didn't have enough parking for their two cars. In my experience these people then ignore any parking restrictions and park where they want - which causes agro with other residents and pain for the ManCo!

    At the moment one resident has two cars parked (one in a bay and one on the road) plus a mate's Sorned car too. Cue demands for a PPC which we are resisting.

    Note 1. Letting agents definitely exaggerate parking availability

    Note 2. Not in anyway suggesting that the OP is one of these "people"

    Note 3. If this resident is threatening/attacking others then report it to the police.

    The vehicle was stationed by the shed, leaving more than enough space for any vehicle to pass by it and enough space for anybody to enter and leave the shed.

    Unfortunately I cannot prove that I was unloading the vehicle at the time since this person has shut the door of the vehicle to stage his photos. The only thing I have that could weigh in my favor are witness statements from my neighbors who are in the same situation.

    I will adjust my email to “Dear sirs” and “Yours faithfully”.

    Absolutely

    If you are all getting tickets for unloading and then moving your vehicles elsewhere once done then this person is rather more than over zealous. As Fruitcake says, I'd have been on to the police about him.

    I read your post as that you may have left your car for long periods parked by the bin store.
