QA parking ticket

I recently got a parking ticket, 25th May from PCP enforcement agency, when I parked in a normal parking bay at QA hospital. I had got lost on the way to the hospital and was running slightly late for my appointment for a procedure that took 30minutes.
I have a blue badge but couldn’t find the main car park with disabled parking, The road was closed for repair, so I parked in the first available bay I could find which was a pay and display. I couldn’t find the ticket machine and in a panic I displayed the blue badge and made my way to the main entrance.
I have an ongoing health condition which makes me anaemic and very lethargic. Hence the medical procedure. I also have a partial paralysis in my foot which makes walking difficult.
The appointment was for 10 am and I parked at around that time and was desperate not to miss this vital procedure. When I returned to the car about 45 mins later I found the ticket on the windscreen.
The “fine” was £100 and £60 if paid within 14 days. I found a notice stating that blue badge users must pay £2 for a days parking. In my panicked state I hadn’t seen the notice at first.
I phoned PALS and they told me to appeal which I intend to do. If my appeal fails I should phone them again for help.
I have read on this site that you must not give them your name but on the appeal form I am required to identify myself, do I give a false name or just leave it blank. I only have a few days to send in the appeal. ADVICE PLEASE!

Yes it’s Queen Alexandra hospital in Cosham, Portsmouth. I just need to know if it’s ok to give my name and address on the email appeal form.
I am appealing for clemency or at least some possible waiving or reduction of their demands since because of time restraints and my extreme anxiety and panic at the time I was unaware of the contractual obligation to pay £2 for the entire day when I was there for no more than 1 hour for which I must reimburse them £100.
The £2 a day is for blue badge holders only of which I am one.
I feel that this “fine” is draconian and far exceeds their loss of £2.0 -
Forget about a clemency appeal.
Ppcs don't have any interest in mitigation
Everyone is asked to read up on this in the newbies FAQ thread near the top of the forum
Go there now to learn about the game you are now caught up in and how and when to appeal
You also separately need to read up on what privileges your BB gives you, which don't include not paying in all car parks!0 -
Of course the keeper must give their name and address when appealing.

I keep reading about the Newbies and I can’t find it, at the top of the page? Where is it? I know the appeal for mitigation is hopeless but I was told by PALS to appeal anyway and when it is rejected get back to them. I admit to making a mistake but to have to pay £60 or£100 if I don’t cough up in time is outrageous!0

Would you say that you have a disability under the Equality Act 2010?
If so please familiarise yourself tqwith the "protected characteristics" for which service provivers must make "reasonable adjustments" under the law.
Nine times out of ten these tickets are scams so also complain to your MP.
Parliament is well aware of the MO of these private parking companies, and on 15th March 2019 a Bill was enacted to curb the excesses of these shysters. Codes of Practice are being drawn up, an independent appeals service will be set up, and access to the DVLA's date base more rigorously policed, persistent offenders denied access to the DVLA database and unable to operate.
Hopefully life will become impossible for the worst of these scammers, but until this is done you should still complain to your MP, citing the new legislation.

It constantly astonishes and somewhat jades me that my signature words tell people where the NEWBIES thread is, yet people post right under it asking...

I have read a lot of posts and checked Newbies and I still have no idea whether to appeal for mitigation just as a formality knowing it will be rejected then contact PALS again. What is their record on getting people off.
I am sorely tempted to pay up £60 and have done with it as it seems to be such a rigmarole and I have no concrete evidence that they failed in some way...signage etc. I was in the wrong although there were mitigating circumstances.0
