    It's not 'getting people off'. You did nothing wrong, given your illness & fatigue that day.

    PALS and the NHS Trust can cancel PCNs and will consider mitigation, and we see PCNs cancelled most of the time in these circs. Try the appeal to PCP as well, with a copy of your Blue Badge (and offer to pay the £2 tariff) as you were told to do by PALS:
    I phoned PALS and they told me to appeal which I intend to do. If my appeal fails I should phone them again for help.

    If you do so you may be funding white slavery, people smuggling, and the importation of illicit substances into the country. Who knows what other pies these scammers have their fingers in.
    You never know how far you can go until you go too far.

    Well the FAQ you say you read shows you how to appeal AND gives the appeal to send!

    Edit your post to remove details of who did what

    Use the third party as in the driver did this/the keeper did that

    Get on to Pals again

    Explain the mitigation to them and ask them to sort it

    The appointment was for 10 am and I parked at around that time and was desperate not to miss this vital procedure. When I returned to the car about 45 mins later I found the ticket on the windscreen.

    if the OP is appealing as a KEEPER and not a driver then any appeal is normally submitted 25 days after the event

    I am assuming that I will have to send this appeal today to be within the 14 days limit, since the incident was on the 25 th, and also I write in third party, he or she did this or that, and I as the keeper give my name and address or not
    . Pals told me to appeal first then when rejected contact them and hopefully they will sort it out. So the sooner they get the appeal and reject it the sooner Pals can deal with it. Still not sure if I give my name and address as keeper.

    You have repeatedly been told to send the initial appeal around day 25/26. The NEWBIES tells you to do this and explains why.
    Copy and paste and send the blue appeal template unedited from the keeper with the keeper's name and address added at the bottom.

    The complaint to PALS/hospital CEO is completely separate from the appeal to the scammers, and is not reliant on the appeal being successful. The keeper complains and says they were an occupant of the car. The driver's identity is never mentioned.

    GET COMPLAINING, but don't miss the SEPARATE appeal to the scammers around day 26.

    Also complain to your MP about this unregulated scam.

    You assume wrong, and the NEWBIES thread in the Q&A at the start, tells people NOT to even look at the 14 day bribe.

    It then goes on to explain the reason behind the day 25 or 26 appeal.

    I am about send my appeal. 26th day. The online appeal form requires you to tick a box saying you are the driver or driver/ keeper. If you don’t tick the box you can’t appeal! Any advice. I have been told to appeal by pals and then get their help when it fails.
    I have copied the standard appeal letter from newbies and intend to use that and add a few details.
