Hi
The driver of the vehicle in question had received a windscreen ticket for using the McDonald's car park but not going in the restaurant this is true as the driver went to a nearby shop.
Howwver, someone was there but paid cash with no receipt kept.
Is there any chance of winning this at appeal to MPS or at poppa?
What should the driver do - appeal or wait?

When it MUST arrive by in order to comply is given clearly and without ambiguity in the statute youve been referred to

When it "should" arrive is entirely up to the PPC. They dont *have* to use POFA, of course, but then lose the ability to automatically hold the keeper liable.

Do not tell them who the driver was, this is a phishing expedition. There is no requirement in law for you to tell them!
