Looks like you can request a cash card with their eISA & Easy ISA, eg:

My 123 EISA came with a cash card. I didn’t request it, it just arrived. I just put it with all the other cards I don’t use in a locked drawer.Was MFW#60 - mortgage paid off December 20210

Do you not have a Santander current account account linked to it seems odd they would offer a debit card on an isa.
I have a current account (with card) and the e-isa (with card).
