The contract will (should have) been on the signs

If there's nothing on the signs you didn't enter any contract!

Yes I know it's Popla but surely I need the contract or lack of it ? What basis do I use to fight this

flopsy, it's a bit of a game, you need to get up to speed with the rules!

This is how the landowner contract bit of POPLA works: it's an easy part of your POPLA appeal because all you do, usually, is copy and paste it. Go to the Newbies' thread, scroll down to 'SECOND STAGE APPEAL - POPLA OR IAS', and look for the 'No Landowner Authority' bit which gives a link to a ready-made POPLA section.

The section contains a demand to see the contract. P.E. will either give up and not contest your appeal, or they will keep going and supply some cr*ppy 'evidence'. If that evidence does not contain the contract, then you respond that they evidently don't have authority and should win.

If they do supply a copy of the contract, then you scrutinise it to look for issues and this forum will help.

There's other sections of course, but you will get a lot of help from other P.E. POPLA appeals by doing a search. Look especially for Rheidol ones. Do some tweaking to make sure your appeal is your appeal at the end of the day i.e. that it totally fits the circumstances.

In a very weird sort of way it's fun.

Same as all the other POPLA threads. As shown in the NEWBIES post #3. If you mean the landowner contract, of course they haven't divulged that yet but a POPLA template point already covers that.

I'd say you haven't read post #3 of the sticky thread yet, or need to re-read it.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

    Awesome! Well done.

As a matter of interest, as this car park is such a trap for the unwary, was it Will Preece you contacted in the end?
