There are two shrubs and it looks as if a thick stem or two from one has been severely reduced, but because of the type, there's no doubt it will re-grow in time. Of course we don't know where those stems were going prior to being cut; it could be that they were a way into the neighbour's garden, dropping bits on their garage roof and gutter. Not justification, but a possible reason.
I could easily do that sort of reduction from the neighbour's side, without any need to step into the OP's garden. Indeed, it's arguable exactly where the boundary is there.0
