Why is my phone using data?

Wouldn't make much of a difference if mobile data is switched off.
But in an emergency and they had to turn data on the phone will get swamped with updates, and possibly drain the battery or use all the credit up when needed! Or make loading a map painfully slow, the police now send a link to a map site so you can tell them your location.
Also be aware most sims are recycled if you don't use them every 6 months.

It is a bit concerning that the police had to use this website to get the GPS instead of Directly! They should have known the general area just from the cell tower triangulation.
