Can Matt Emulsion be painted over with Gloss ?

Gloss paint is more expensive than emulsion paint. Silk paint (has a sheen) is washable. Matt tends to be not so.0

Put two coats of undercoat on first and it should be OK. It will take time and can be expensive, but doable.0

Yes, im sure it is concrete.
(I painted over the concrete 5 years ago with one those huge 10L tubs of white matt emulsion from the local DIY shop - its not washable)0 -

GLOSS PAINT ON INSIDE WALLS is defo a no no might be good for a garage but your home it isn't
If you want a sheen and something to wipe down without it coming off in your hand then try eggshell a lot better and easier to apply now that they do a water based eggshell try it youll like it k0 -

I am not sure you can get a primer for this situation. I have used undercoat and it worked with me. The wall was in good condition and the emulsion was very old, but only a single or two coats at the most and not flaking.0 -
Is anyone else confused as to why OPs living room interior walls are exposed concrete? Does OP live in a garage?0
