What would be the best type of paint that i can wipe clean with a damp sponge and the paint wont come off to paint on my concrete living room walls?
    Concrete, are you sure?

Most paint manufacturer's produce wipeable matt emulsion, the Dulux Easycare range for example.

Gloss paint is more expensive than emulsion paint. Silk paint (has a sheen) is washable. Matt tends to be not so.

Put two coats of undercoat on first and it should be OK. It will take time and can be expensive, but doable.
  • Should i put on a primer before the undercoats?

Yes, im sure it is concrete.

(I painted over the concrete 5 years ago with one those huge 10L tubs of white matt emulsion from the local DIY shop - its not washable)

GLOSS PAINT ON INSIDE WALLS is defo a no no might be good for a garage but your home it isn't
If you want a sheen and something to wipe down without it coming off in your hand then try eggshell a lot better and easier to apply now that they do a water based eggshell try it youll like it k

    Silk.

Gloss and satin are for painting wood or metal.

I am not sure you can get a primer for this situation. I have used undercoat and it worked with me. The wall was in good condition and the emulsion was very old, but only a single or two coats at the most and not flaking.
  • Is anyone else confused as to why OPs living room interior walls are exposed concrete? Does OP live in a garage?
