    From an insurance perspective, 3 points is the new 6. They assume people will take the course, therefore anyone citing 3 points on their licence is presumed to have committed a second offence.

    Or they may have committed a single offence which did not qualify for a course (i.e. more than Limit +10%+9mph) but did qualify for a Fixed Penalty (e.g. over 86mph but under 96mph in a 70mph limit).
