Apart from the speed, the only criterion for offering a course is that you haven't done the same course in the last three years. There are different courses, and the OP's partner has been offered a National Motorway Awareness Course. He could do that, then be offered a Speed Awareness Course, then a Red Light Course, etc., etc.0 -

My bad, I thought the criteria was having been offered the course before, rather than attended the course.0 -
Are they more flexible on the locations nowadays? When I attended one years ago I had to do it in Nottingham (the location of the offence), over 50 miles away from home, there was no option to attend a more local course.0

Personally I'd just take the points. The cost of the course and the amount I'd lose in wages even if it was on my own doorstep would be many many times more than any potential increase in insurance and given that my current mileage between getting points on my license is something like 2 million miles and increasing typically 1500-2500 miles a week I wouldn't be overly concerned about having the 3 points. The course would offer me nothing of any benefit however some would benefit from going on it voluntarily.This is a system account and does not represent a real person. My insurance went up £200 after my points, I earn a bit more than that a day, but I'd be paying increased premiums for 5 (?) years. I'm also now only 3 more offenses from a ban. I'd have taken a course if offered.
It's different if you're on, say £100k/year where the cost of insurance is irrelevant.
I also suspect that those who don't think they'll benefit from a course are the ones who most need to attend.0
