ETA - see you have already looked at some tracker devices - just thinking phones can go flat or be switched off etc

Its Bluetooth. No good if the person has left the house....

For a sim - maybe one of the cheap plusnet tariffs, or GiffGaff
Its quite a good idea to be able to ring the person as well as track them.
Of course you need to make sure the phone is on them!

There may be devices available to you at little or no cost.
Speak to the Social Worker who deals with the person & they should be able to point you in the right direction.

How are you going to ensure that it's charged when it's needed, and picked back up again when charging is finished?
